Iran’s clerical and military elite is raising up the volume of its rhetoric against a surprise agreement between the United Arab Emirates and Tehran’s arch-foe Israel to normalize ties. But the rant seems to be worse than the bite.

Iranian government has harshly criticized U.S.- brokered deal last week, with some officials admonishing that the UAE and Israel altercation to one another risks conflagration in the Middle East. Others threw veiled threats against the Gulf state.

But so far, that is it. Tehran did not remember its charge d’affaires or cut engagements with the UAE, as some other countries have earlier done.

“Iran’s leadership has always been peaceful and has never been under tension, especially with its neighbours,” said a senior official who is an ally to top decision-makers in Iran.

“We always carry out our action based on national interests of Iran. Tehran will not accept any aggressive measure so far its interests are not endangered.”

With business engagements to Iran wallowing back over a century, the emirate of Dubai, 150 km (100 miles) across the Gulf, has for a long time been one of Iran’s main attachments to the outside world.

Analysts said Tehran can not afford to lose Dubai as a trade route, most especially since heavy U.S. probes have drastically decreased its oil exports and complicated international business the more.

“The ability of the Israeli flag flying in the UAE, being a very, very crucial trading partner of Iran, is a major challnege for Iranian leverage in the region,” said Meir Javedanefar, a lecturer at the Interdisciplinary Center (IDC) Herzliya in Israel.

Some Iranian insiders are worried over exercising restraint over the UAE, which could make them perceive Islamic Republic as being weak among the political and paramilitary counterparts in the region who have increased Iran’s reach in the past 20 years.

For this reason, the probability that Iran’s proxies might signal dissatisfaction with the Israel-UAE accord by putting up low-level incidents cannot be erased, said a regional official.

“Don’t be amazed if you experience small-scale explosions, bomb, drone or missile attacks  in the coming weeks in the region,” he said.

Some of the Iran’s militant hardliners might perceive as a provocation the fact that the UAE-Israel deal means official Israeli interests will clearly be stationed very close to Iran’s borders in the Gulf, the ex Iranian diplomat said.

As frustration persists, analysts assert Iran is in the throes of popular crisis over the country’s economic grievances. Iran’s falling economy has caused widespread protests since late 2017.

“I don’t pay attention to the Palestinian cause, I don’t give attention to regional politics. I care more about my family,” said Masoumeh Saburi, 36, a mother of two in Tehran whose husband is jobless. “I am struggling to put food on table  for my children.”
